Just forget the constant griefing. Ignore the fact that they are violating the rules and passing maps to their own or guild mates alts.

Limit them to a max of 3 sinks/robs COMBINED. Once a total of 3 has been reached then you cannot sink or rob anyone else.
You can use em or lose em.

so, if i sink a boat for the 3rd time, then my map lets say, gets taken for the 3rd time, that would mean i can not sail? this idea doesn't sound well thought out or really very do able.
