    I did not have any reserve slots unlocked, even after refreshing, I defeated General Mulan and checked on the reserve slots and the first one was unlocked.
    Now General Mulan was the first battle I noticed substitutes being used, hence me checking.
    Supposition now being that second slot will unlock after beating hero with two reserve substitutes.
