What would happen to all the new or smaller players? They will never have a chance to get the heroes they want.

The tavern provides everyone equal opportunity to recruit heroes and get cards (providing their title/rank is sufficient).
As Kruize said, there's nothing wrong with the tavern as it is now.
The Royal Arena just adds a lot more variety to those heroes we can already get with the tavern.
The mix of both tavern and royal arena heroes looks good as it is.
The tavern does not nor was it designed to give everyone equal opportunity to recruit heroes and saint them.

It costs credits to spin - the number of credits increases with level as does the credit cost to recruit or claim a card. The more power you have and the better a player you are the more credits you earn, and therefor the more heroes you get, either by landing on a hero or accumulating enough spirits. SO gemmers and great players have more opportunity to recruit heroes and saint them then smaller players.
My suggestion actually encourages players to grow more which can be done by gemming and therefor increase revenue and increases overall competition in the game. It also takes this wonderful new addition and gives it more longevity then it has now. Because many of us on older servers will have every new hero recruited in a day or 2 once it hits live, provided the power levels on beta are the same on live. It also replaces a very tedious boring method of obtaining hero cards with something that is more interesting imo.
