The winner already gets that right now. I don't think they need to change that.
I believe they need to stagger the rewards for the 2nd - 8th placers, otherwise, what would the difference be if you won 1st or 8th?

The amount of failures to get even into Angel level for leaders is increduously high. So that amount of leader cards really is needed to get the max level of Arch Angel V.
