Players who show up before round 1 and also claimed guild benefits will go to the city assigned by the host or vice host.
Players which did not claim guild benefits but joined GW before round 1 also get sent to a random city.

So basically if you want your top players to be in the city you assigned they need to come online before round 1 of GW or else they will be assigned randomly by tynon.
Joker taht is how it is SUPPOSED TO WORK. But many times it does not which is the problem.
