I think that may be because only BETA participates in that one. I would not worry about when it hits LIVE, all servers. I think there will be plenty of players.
As far as "joining" it.. when the countdown timer is up, it will open for players to sign up. This goes, i think, for like 24 hrs, once its done that closes, and no more can join. So just watch for when it's open.
