I AM A MYTHBUSTER! The break rune seems useless on a mage for the simple reason that block does not mitigate magic damage.
*sigh*. Shall I make a 2 minute video showing you how to perform the test...? Because you've messed up somewhere. I just tested it once again, and my conclusion is the same as before. I am getting a static +15% damage increase when using a break rune on my mage; both my minimum and my maximum damage increase my 15%.

--If the enemy has no block, your break is useless. More tests below; might be false.
--If the enemy has block, and you have no break, your spell damage is reduced.
--If the enemy has block, and you do have break, your spell damage will increase (in essence; it is not increasing the damage, but DECREASING the enemy's mitigation through block, therefore giving you a higher damage range).
