Free Stamina 6 am and 6pm

Am I doing something wrong. I have been on at 6 since they changed Ragnarok start time, but I have yet to receive the 30 stamina. It would be nice to receive this sometime. I have clicked Ok on the pop up announcing the availability of the free stamina at 6am and 6pm. Rag just stared and I am still at 11 stamina.

You get the 30 stamina as a buff. Look below your stamina bar and you should see it. This is so that you are "required" to be on the game every 12 hours to spend the bonus stamina, because it doesn't stack with itself.
