Just two cents worth .. To make the Pirate scenarios more interesting, I would suggest that when a Pirate attacks the first player aboard a ship, after that battle is done - and assuming the Pirate wins, then they should NOT have there strength / HP replenished when they go onto to battle the second player aboard. Would give two middling players a shot at a successful sail ... if they Pirate is repelled, both players on the ship are reborn or replenished as needed.
So far so good though .. game has potential ...
