He can hit anyone with morale, does ok damage and reduces their morale by 20. Which was really good early on in pvp before people brought their morale runes up past 120, since it could prevent opponent from getting off a lot of first round skill strikes. He is still not bad for damage and the use of reducing an opponent's morale AFTER the first round of strikes.
He has one big downfall, if the opponent has no morale he doesn't hit them at all. Which doesn't make him great for pve/bosses. Although might be a bit useful against some bosses with a big skill attack. But generally I would prefer Calvin for that. Flavius advantage for this tactic would be that you wouldn't need to worry about timing his attack like you do Calvin. Down side is you probably wouldn't be able to prevent the boss from getting off a skill attack sooner or later.
