    As far as I know:

Invest contribution in a tech and something will rise per tech level you invested.

Bestiary: 5% experience increase for killing monsters in the wild per tech level; You gain more experience when you kill monsters.
Noblisse oblige: 5% credit increase on killing monster in the wild per tech level; you gain more credits when you kill monsters.
Devoutness: 10% increase when using shrine per tech level; You gain more coins and credits when you use shrine i.e. your gems are worth more in shrine.
Win-win: 10% increase for guildfund and contribution per tech level Your investments will lead to more contribution and more gain when you claim from guild.
Mr. Popularity: 5% discount when doing blacksmith per tech level; Your blacksmith investment will cost less coins.
Loyalty: 10% reputation bonus when gaining reputation per tech level; you gain more reputation in events like ragnarok, banish, or when you attack in arena or in the wild.

This is as much as I know, please add or correct if I am wrong somewhere.

So if i increase a tech lvl, say from 1 to 2, does the tech bonus increase? example: 1% to 2%?

these days they are changed to smaller cost/smaller increase...lvl 1>2 would give 0.5% increase...but yes they would increase if you upgrade them

edit: if you were wondering if next increase would give a higher bonus then no lvl 2>3 would still be an extra 0,5% on top of the first 0.5%

you would need to rephrase that. i believe you are talking about raising your guild level and therefore the max tech level and that would not change anything other than giving the members the opportunity to increase their individually learned tech levels.
however if you are talking about guild tech level learned and the skill for example reads "+1% rewards per level ..." then it does exactly that (example you learned 35/40 from devoutness then it will give you 35% bonus in shrine).

ps: since the OP posted this the guild levels have been splitt up and the costs are now 1/10 to learn for 1/10 of the level. so the first 10 steps of the 1st level (1/10-10/10) are 100 each. the following levels accordingly in steps at 900, 1600, 2500, ...
