The problem with this method is that in this game level is only a minor indicator of actual power. While I have no problem with anyone attacking anyone else the truth is level is not the best way to make 'fair'. In my server for example take three players who are all level 91, so according to this logic all are equal. Yet one has 15 mil power, one has 22 mil power and another has 52 mil power. Then another player is level 96 with only 11 mil power. Yet the player with 11 mil power isn't allowed to attack the others as that would be 'unfair' to them, lol. If things were really to be 'fair' which I see no need for anyway, then it should be determined by power. For example base it on a power percentage where someone with over 10% greater power couldn't attack the weaker player if this protection is necessary.
