I have this issue also. I am in server 114 and it keeps cycling me through quests from level 12 to 18. All creatures that I have killed previously are still dead along with all bosses and as soon as I get to the end of the level 18 quest, it goes back to the level 12 one. For me this is only happening with this one server. I also play on server 113 and have never had this issue.
