Attacks below 3 levels

Is there a change to attack in the wild procedures? Players are now able to attack others more than 3 levels below them? A lvl 66 attack lvl 59, lvl 59 att lvl 49, lvl 58 att lvl 36! And more. Not revenge but first attack. I don't think this is a good change and definitely not something to be discovered by some to the detriment of others. Crockett - 106 - Curse of Pylos. Issue is in the wild while grinding materials, discovered Jan15, still present Jan16.
