Problems with Royal Heroes Area

I defeated Queen Penthisilea earlier today and there was no announcement and it didn't place her in the Inn.
Is this supposed to happen or is this only happening to me and some other people?
I felt the need to say this due to the fact that other peoples is announced.

I have beat her 3 times now
it also did this on server 114

I took me over 25 challenges to get her. It is a matter of luck, like most everything else in the game.

There's a reason why a percentage % is shown in each royal hero's description window.

Yeah, random chance. I got General Mulan the first time I beat her, but it took a lot of tries before that. Other heroes, I beat them but it took several times more to finally recruit them.
