You do realize that this type of game makes money off people that want to win / speed up their progress? The whole purpose of CW is to get people into a competition that encourages them to spend money (to win). If they put everyone in power brackets, people lose the incentive to spend money (ie. if someone is 49m in a 40m-50m bracket, why would they spend money? It would push them into a more difficult bracket). Like I said before, the concept of "fair" needs to be taken within the context of the game you are playing. If your fair means everyone competes without any in-game advantages, play one of the e-sport games. You can't pay to win in Starcraft 2 or Counterstrike, for example.
