Who's stupid enough to spend $40,000 or $80,000 on an online web game that's not a gambling game?

VIP 11 and 12 are there as "posts" to define the upper ceiling of VIP levels, to make VIP 10 and below possible purchases.
It doesn't mean anyone's going to buy up to VIP 11 or 12.
