AOE attacks tend to do a fair bit less damage to an individual target than their non-aoe counterparts. Both skills stun but Queen Bryn's is aoe and therefore could potentially stun all 5 heroes. This difference in damage is to keep Queen Bryn from unbalancing the game. A hero that does as much damage to an individual as Shayd, hits all five targets, and has the chance to stun would unbalance the game quite easily, which is most likely why General Mulan cannot stun.
