Again, the problem is not that a lower level player has a chance to make it to the top in the CSW, because that's ok (in fact, I welcome it). The problem is that because of the match-fixing players can have an advantage over other players based on who they know and friends with as opposed just based on how much money/time/skill you spent. If you want lower level players to have a chance, there are other ways of doing it as opposed this way where an exploit is possible.

Not to mention that the system as is the players can change formations ''right before the betting ends'', so the better's ability to even avoid this can be by-passed. Not what happened with Yue's match, but it can be done.
