I think the issue is how can a guild without cities be able to be competitive with a guild that has all the buffs?
I do not think anything has to be done with or to the guilds that holds all the cities. Let them be. Smaller guilds just need a way to receive buffs so that they can grow at a faster rate and become competitive instead of being left behind and giving up. The gap between the two guilds becoming larger. There should be another way for a guild without cities to become competitive with a guild that has all the cities.
What I think could be considered is to have an event that occur for guilds that lose guild war. It rewards them the same buff as the buff they did not win in the guild war. Something like, host chooses a city, you fight guild war and lose, at that time you go immediately into a team mini QUEST as a guild. If successful, the losing guild gets the buff that they would have received had they won the guild war. Everything else being the same as if they actually won the guild war afterwards, no difference.
It also goes without saying that guilds that hold all the cities are there for a reason. With all things being considered, there seems to be two or more ways of doing everything in this game, why not guild war buffs as well.
And the reason I say give them the buff and not a small buff, is that they need a reason to remain hopeful. Having half of the reward is not enough, but even then, it should not be something that people go to guild war to lose so they can have a buff either. They should have to earn the second buff and it not just be a given away. Guild wars are usually over fast with those guilds, so there could still be time to get it in before noble lady. Go to B, Attack A, guild war over in the length of time it takes to move twice in guild war.
Just an idea.
