with saints when you add more cards, don't you get better chances to succeed? doesn't this change things?

Yes you get more chances to succeed.

It tops out at 5 cards though. So at around AA 2 or 3, even with 5 cards, you aren't getting 100%.

Although its not possible to lose star attempts, would there be levels where you just fail and remain on the same level?

Even though you're catering to the players' wants, I think that players would still find a way to complain about the star levels.
As long as they're not the top dog in their server, players will complain about anything.
