Also, you can't penalize someone for reloading/refreshing.

There are so many reasons to refresh the game, aside from getting around the 1min round time.
All I can say is they are "Close to a client" version of this game.
It will be released soon. with it will come with a lot of improvements, and for some bad news because all of those exploits we all enjoy will come to an end.
