Not many players even have judgment spirits or more than 1 or 2 justice spirits, yet have judgment weapons already. I don't think they need to make Sirius plans any harder to get than the others, considering it will still take months of labs to get to the spirits.
It used to be the CWF reward.. full Sirius sets or Judgment sets based on ur lvl.
It my make sense to make a certain end game set only available via other unconventional means. Such as reserved for the player who invested enough time or money into the game. What about the dragon set after sirus? Make that exclusively for CWF top 10 finishers?
There is a way around all of this based on what gear you have and not your player LVL, if the Dev's put in a patch where you can only hit other players X number of lvl's below or above you when you have that gear to limit or control the balance in a PVP fight but it would probably end up being a major bug in Rag
and would make CW even less competitive that it is now. I managed to make it to the quarter finals last week by sheer luck of the draw and on the battles (a lot ended with no red showing on either player). I have invested a lot of time and money in the game. If I had that gear and used it in CW the outcome would have been a lot different.
The issue is not only PvP, Rag and CW, but also in the Caribbean and the statues in HP. You also need to consider that it would allow the players to beat the bosses in quest and HR too easily and then they would complain that there is no new content. If you make the bosses strong enough so that that can not advance that fast then they become impossible for the ones that do not have the gear to beat.

Heroics should be made hard. It is already far too easy to beat them to progress. It should take weeks to beat the next boss. Right now as soon as I power enough to get the relic.. I can pretty much down the next 3 bosses within 2 days. It is a joke. I am now 2/3 way to the next gear level. It should be so that EACH gear is harder and harder to obtain by a bigger margin.
