2. Limit what they can bring and cap coins and credits to stop mules. Also limit cards to 1 per hero type and 1 stack of 99 materials
3. Reduce their star and saints by -5 (dropping them substantially)
4. Reduce the title rank a full 1 rank and the rep to go along with it (to rebuild) - this will be especially painful for high power players if they are past Blood
5. Each transfer escalated in cost (1st time = $29, 2nd time = $59, 3rd time = $99) and cap at 3 transfers (can also make this GEM cost)
6. Lose all guild technologies and have to start over from none

If the server mergers will continue, then think about merging servers with the same people on multiple servers. Why allow for duplicate characters from the same account? Merge them! Send them back to where they originally came from.
These are terrible suggestions according to me.
