There are different responses from customer service. Reports of legal infringement (such as intellectual property) - very serious and very fast responses. Billing errors get fixed, but may take some time. Reports of cheating? Tynon needs irrefutable proof they could take to court. Glitches get placed on someone's to-do list with variable response time based on priority.
Alts are especially tough to deal with. I know a player on one server with six kids. Each teen has their own account, taking turns on the family computers. How do you tell the difference between a family playing a game and one player faking six accounts? Not really possible, especially if a parent wants to monitor their teen's online activity.
Returning to the question at hand, character data from before a server merger should be archived. Main screen and customer service should be the way to go.
