I'm not sure I understand your question. Because you feel PvP is gone, you'd like more PvE, in the form of all the old quests to play over again? And instead of rewards, just get lvl1 chips instead? How does that help PvP?
If anything is gone, it's PvE. PvP can be found anywhere. HR attacks, Pirates, meeting people in the wild, Ragnarok, CWF, etc... What is missing is the PvE Quests, New HR bosses, etc.
I don't know what your actually asking for.
