Well I have put Calvin there .. it does not prolong the battle. Cerb/Baal take 1 hit only, then knock them all out .. in drops sub. So I have never seen 6 hits after in all the time I have played. In any case, that has no bearing on how many "last hits" it takes until he dies.. with 2 people it will still take many hits, minutes.

If Calvin is first to attack, then he drops Baal's morale to zero.
Using Herja and LB set on Calvin, I make it through final hit without Baal every triggering thousand strikes, he has to kill off my heroes one by one, so 6 rounds.
However, doing so does NOT SEEM to lessen the time of the final fight phase. On the contrary, it prolongs it if you are depending on revives with gems to get through final fight, since you are forced to either refresh or wait for the battle to conclude. However, this is just based on observation, not data, so I could be wrong.
Because the winner of the coins is selected when the final fight begins, its possible that a couple major heavy hitters stopped participating at that point.

Please forget Calvin. I already had explained, I WAS using Calvin in the last phase, and all my heroes were hitting the whole of the last phase exactly as per Yeisha's post, no thousand strikes. Its clearly nothing to do with damage done, its number of individual battles engaged as DrthCaedus says, and as per Rock's original post. Bad news for small servers, therefore, with no fix..... apart from possible hope to server transfer !
To answer your question, yes, round one is based on power/damage. Final round/to strike the final blow - this is based on # of times the heroic boss is approached and hit by a player. Final round has nothing to do with heroes. I think it's a number near 30 or 35. If z = number of players playing final round (regardless of power, heroes, etc.) and y = number of times each player approaches and hits the boss, then the equation would be z x y = ~33

Well ... my experience in this with low members participating comes from beta. Live is fine. On BETA I'm not spending gems to move again, so merge is out of the equation. They are too hard to come by. The biggest person fighting (Kyleena) gets 97/98% of the winnings, the few others of us share the rest. It's neither fun or worth bothering there any more. But there she has few, often only 2, people participating so it can take a very long time to finish final hit. When that is the case, then finishing within the allotted 15 mins is impossible and therefore you won't ever upgrade to a higher boss. I suppose then one could argue why you'd need to...... I think that was the point of the question here in the first place.
