At 6 star a try... 30 fails = 180 purple stars.... so to go from 16 to 17 so far you spent 180 purples and still not there yet? I don't want to know what it takes to go to 18 stars...

Think of stars the way you see saints. They work on the same principal.
Every hero in the game has a different layout of passes and fails.
Pass (1 Star) Pass (2 stars) fail fail pass (3 stars) fail fail fail fail fail fail fail Pass (4 stars) fail fail fail fail fail fail fail fail fail fail Pass (5 stars) *all the way up to 18 stars
That pretty much sums it up. as you get more stars, the amount of fails is multiplied greatly. The layouts seem to change when a hero has stars and saints transferred to them or from them.
Your saints work exactly the same way except with saints you can change the layout by using more than one card, which will give you a new layout from that saint forward.
This is the best I can explain it, and as I understand it.

The stars at the end... all hero's will cost about the same. Most likely over 500+ purple... for 18 stars from 9.
At the current new star system, it is pretty easy to get to 18 stars using tickets in CWF.
In fact, I would say we will see a lot of heros at 18 stars in a few months. 18 stars will become the norm soon. Nothing to differentiate.
What they need to do is change the amount of card for lvl 16, 17 and 18 by raising the required cards or lower the percentages after 15 stars to make starring more of a unique thing.

I agree with you that the fail rates for 16 stars onwards should be higher, not stuck at 10%.
BUT are you willing to have all your 18 star heroes rolled back to 16 stars if the new % calculations get implemented?
It would be grossly unfair if you sit with all your 18 star heroes from the old rates, while everyone else struggles with the new rates.
You underestimate the number of free tickets players can buy from CWF.
Assuming it takes 500 purple to get one gold from 9 to 18:
That's 500 x 2000 tickets = 1,000,000 tickets
On a very good CWF run, a player who spends moderately can earn up to 70,000 - 100,000 tickets.
This means that it would take 10 - 14 CWF tournaments to earn enough tickets to get one hero to 18 stars.
10 - 14 CWF tournaments would be 5-7 months of doing nothing else but buying purple medals with their CWF tickets.
We will definitely be seeing more 18 star heroes as the months roll by, but not as many as you'd expect.
I would take a roll back on my heros to see the % changed yes as long as it is done fairly.
Also the reason why I state that stars have gotten too easy, is because I have taken the time and the investments to find out how the high star mechanics work. I won't disclose that here, but I will say that the star system has gotten way too easy. 18 stars should be a rarity or unless someone is willing to spend the $$$$'s to get it there.
Also keep in mind if you play LAB and through the fair, you can get stars pretty cheap.
Just my 2 cents.
And do not forget Guild chests. I get more blue medals there that I do anywhere else. I agree that the top level stars should be rare, but I can not support a change that would make it harder without a change to be able to use multiples of the require number of medals to better your odds. Top sainting levels should be rare too and that process has it. Lets be consistent.

Regardless, the star fails and successes are fixed which is not a bad thing. You get it at certain star spend period.
Either pay $'s to get it ahead of time or wait until you accumulate enough through various means.
Also I do not agree stars are trivial. Every star increases larger in terms of points and escalates as you gain certain saints and stats
