Remove 6.25b baal and above that

I read trough the tread to see what is actually being proposed and this is what I came up with.

1. Eliminate the 6.25m WB and the corresponding cap (the original subject of the tread).
2. Keep the 6.25m and do one of the following:
   
   1. Remove the cap
   2. Change the value of the cap
   3. Change the cap to be per player instead of per realm
   
   
3. Change the drops (not sure is this is at all related to the 6.25m WB)
4. Increase mysterious chest content and/or lower chest cost to supplement lost income. Just a bit lower than the shrine would work well, with it being even on Wednesdays.

Did I miss anything?
