The as I said, the current stakes timer has nothing to to with the loading queue refreshing. They are two different timers. The loading queue refreshes when it's timer reaches 0. look at this picture.
The loading queue will refresh in 20 seconds but there are still 16 minutes and 31 seconds left on the stakes.
