So, I've been holding out for few weeks and finally decided to continue through Searing Desert and I noticed that there is a shuffle and reward now. I was also under the impression that they wanted this zone closed off, but it is still accessible.

Yes. It was a L6 chip, so I couldn't miss it. I even reloaded the game to see if it would disappear.

At a certain point, any time I try to fight something I get stuck in the, "Engaging Battle," screen.
I didn't have that problem at all. BTW, fought 3 bosses and noticed that the shuffle is always the same 5 choices.
How many bosses past Bone Dragon are you?
I'm at Frontline now, so 5.
No, boss and monster power have not changed.
