I cannot really prove this, but it seems the fair seems to only allow cards for heroes that you already have appear(if true, it was probably changed because players were using the fair to recruit Genghis). I can't recall ever seeing Queen Bryn in there before I recruited her, same with General Alcibiades.

It was changed. You will only see the ones you have recruited or unlocked at the Fair, the Tavern, the Card Merchant, and the Guild chests.
