It wouldn't go by power, and the example you gave would never happen anyway. That is what Prelims are for. If you consistantly beat higher power players you'd go into the next highest bracket and so on. For this to work, the prelims would have to be much more precise and most definately longer for people to find their bracket they belong in. Power would mean absolutely nothing in this event, just like it means nothing in the current event. I don't see anyone complaining now, except that they are competing with people way to overpowered.
Right now, CWF is an event for the biggest players on each server. And this week for example, Ticket payout weren't even that good for everyone else... I found it to be one of the most boring and cheap CWF's yet.
Also, the rewards system would need to be changed. Aphrodite would still be given to the high power group, but not the low power group. That takes care of the fairness issue.
I don't see any problems with this idea, none at all.
