People always like to bring up the theory that Tynon allows players who spend money to have alts...false. It is just incredibly difficult to both discover someone might be using alts, and then to track their interaction to prove it. It takes countless hours for each player investigated, and most of the time it is nearly impossible to prove unless they ahve 5-10. If you suspect players of breaking the ToS. Report them. Have others report them. If Tynon feels there is truth to the accusation they will investigate and take appropriate action regardless of how much money the player spends. Just recognize it takes at-least 20-30 personhours to investigate an accusation of using alt accounts. Also if you want to accuse someone, list all the accounts you feel belong to the same person, otherwise it is even more difficult to investigate.
Personal example (although not with alts): There was a player on my server at under 600k rep who had both blood and theseus. 2 heroes she should never have had given her rep, even blood pre-patch. I was curious so I questioned her and she admitted to using glitches to unfairly recruit the heroes. I took SS, and submitted a ticket to Tynon. Within a week I know she was banned because she hasn't logged in since. I was sad to see a player go, but I also want everyone to compete on fair ground within the game.
