Fragment drop rates are not so accurate as exp so I don't think you should be able to get fragments for coins. If you spend 10 million coins you will get the same amount of exp always in rune temple give or take a few here and there but with fragments its not the same. Also the devs want people to play in the rune temple and spend more time on the game.
