That is what the 'incitement' would do. It would be voluntary. You could get some nice rewards if you went and risk getting hit. The problem with an event is that if you are not a top player you would not go there. It would have to give every player a chance to get something out of it. One server was experimenting with having a Blues only free for all event but I do not know if it worked or not.
