in that case it would be best to let him hit last because then all heroes are already under 100 morale and his herja will only restore 30. however if he hits as a "first hitter" then he will take down their morale under 100 in round 2... i dont like that he is so squishy and does only damage to half the party at most unless the other got some odd set-up.
Not in rag. Putting him as a first hitter will help you go through the first five or six rounds without being seriously damaged. You usually fight lower power players who don't have endurance 9 during those rounds. If he is not a first hitter, you will suffer several skill attacks. Suffer such attacks over 6 rounds and your party is damaged. The frontliner is usually the first to go down. You want to keep your big hitters alive for the bigger players. The best part is, theirs might be dead or severely damaged when you encounter them, whereas yours will be healthy.
So Flavius at the back in rag is a bad idea. When you get to the bigger players, your big hitters will be dead before flavius hits them.
Ill ask it here since i dont want to start another thread: is Flavius reliable in PVP? what about in Rag? HR? Royal duels?

EDIT: i've seen flavius not hitting non-mage heroes, but there wasnt a dodge or block or missed sign. Lag?
Flavius is useful everywhere, except in lab runs. I use him in Rag, in PvP, and in Royal Duels (he is very useful against Pompei and King Horemb). I don't remember using him in Heroic Realm. Calvin is often a better choice.
Regarding mage heroes, he only hits units who have a morale value above 0. Mages don't have morale, so he doesn't hit them. If a physical hitter has 0 morale, he does not hit them either.
Flavius+Herja is a very strong combo in PvP. Flavius, without Herja, does well too.
Flavius does hit mages with his regular attack, which targets a single opponent.
