But someone recruited Aphrodite on server 117. They got the card from the casino. Are cards from casino intended to circumvent the rep requirement for champions, unlike say cards from HP which do require rep?

I am not sure either. I thought that if you got the card you could not use it until you had unlocked the hero.

I think it is intended that way. People are likely to spend more in the casino if they can get something they wouldn't be able to get otherwise.

you recruit them straight from the casino, that's the difference. Maria can be done through this way too
