Servers 1-10 had too much time for the bulk of the smaller guilds to die out and now none that can compete are left. Also the whole each realm has its own guild warfare cities thing makes it worse, the patch was more of intended for the newer servers where most new players end up. Pretty pointless to use them as a measuring stick as to whether something involving guild warfare is having the intended effect.
