This is a "marketing" method in the truest form. Same exact reason why a car dealership has radio show events, giveaways and etc. If people "SEE" cars at the dealership and active "shoppers" then they are more likely to stop in and see whats going on.

Personally I keep my guild clean of all in-actives but this is also why you will see some guilds in a game with 300 members (even though only 10 are active).

Bottom line its a necessary evil in business .....

No: Consider the alternative. LAG! Lag would kill the fun of a server almost as fast as a 1-guild-server monopoly. Except with lag, people will just play other games instead (ie: quit the game). With monopoly, they either quit or try their luck on a new server (s120).
another reason on no: opening new servers is a subtle way of advertising to people that the game is popular. When a game stops opening new servers, people wait .... and wait .... and when the wait exceeds their patience, they wonder if the game is dying.
