Bought 5 spins for 24 gems. Last roll this level 10 gem rolled my way. Ive spent around 3/k gems (2k when it was 10gems) and about 1k since its lowered.
And have yet to get a scroll frag. Someone did get gutshot when vip credits were issued.

500 rolls and not one skill scroll? You got ripped off. Some of the stuff is nice, yes. But nothing you couldn't have gotten in other ways.

He got 4 fragments. The likelihood of getting a skill SCROLL is de minimis. 4 fragments is pretty good. Notice no decent chips though, not even one.
