Have you tried reasoning with and talking to a game bug or design deficiency? Why should anyone be extorted into buying gems just to shield oneself from an annoying gnat? The game design foolishly empowers noobs to make a nuisance of themselves by a poor rank handicap system. That's a defect in the handicap system that can not help the lower players and punishes high ranking players. I am 95 levels ABOVE this twerp and because of the irrational game implementation I can not even hit him back (save one revenge in 12 hrs) and must suffer the game abuse of being hit to no gain for him and only annoyance to me. In any game no matter what circumstances may exist in the social dynamic and sway of emotions there will always be immature miscreants who take pleasure in exploiting any avenue possible to annoy and spam others to extort attention or to derive some arcane and perverse pleasure from it. The game developers have an obligation to minimize this sort of nuance play and abuse without using occasions of abuse as a means to generate income to stop it (shield gems). The normal online game standards in the gaming community are that rank and power grant increasing privilege not punitive handicaps that empower the lowest players to invoke misery.

Well I am pleased that you finally came around and implicitly agree that there is a glaring game design deficiency here that permits anyone to harass and take away from enjoyable game play.
I don't care what solution is utilized as long as it works.
I would rather see no permitted PvP attacking in World Events at all. Most servers socially ostracize it and police it by sinking violators on sight. There's a certain game civility and etiquette in play on most servers. For example revenging during GW just to try to do a blind preemption on someone's attack is considered very poor form. But its always those who are low power and are desperate to feel relevant who exploit these annoyance avenues to "get even". That is what REVENGE is supposed to be for. While revenge can also be gamed to be an annoyance feature it at least has a one shot effect with that long period cool down (12 hrs). The game should be consistent in how it deals with revenge IMHO.
A cool down of 1 hr would solve it outright too. Or just limit it to one single attack or none.
What makes NO sense is letting weak low level players endlessly attack and annoy high level players like the skinny kid at the beach with no way to stop it.

After reading through this thread, this is what conclusion I came too.
- Maybe it's time Tynon looked at alts, since they are becoming more of a problem by the day
- The 10 attack/revenges allowance per day is fine as it is. Allows some PvP in the wilds without over-excessive farming of alts
- If you are being pestered in Banish, then your best option (at least for the immediate future)is to shield up for the bargain price of 5 gems

I don't think that attacks or revenges should happen while you are in Cerberus or Baal banishes, or GW. There are lower powered players who leave their toons unattended in the wild and get attacked. This is a part of the game. Instead of getting their power up and taking revenge they just repeatedly revenge during these events. It is chicken sh*t for a player to do that. For me it forces a refresh and costs me a lot. It isn't a bigger player hitting me and taking my loot it is a low level player affecting a big loss on me rather than doing it the right way.
It's not fine for terminal wrath-mode state of Baal/Cerb. A low alt can attack 10 times - sufficient to thoroughly interfere with last-hit sequence that rarely goes more than 10 rounds anyway and parasitically steal the coin more often than the defective "random" logic already does.
