One can have an enemy tank down to 1% health then lose a single attacker on that line or row and only if any toon on your side just were to use 1 round to deviate from their attack lane instead smack it to finish it then that would make a huge change in battle outcome. If a shield pops up on an enemy is generally better to re-target a more soft target by going around it - archers and mages should be able to retarget dynamically from front row to back or middle targets based on low health or retargeting rules.
The strategy to do it is already available: it's called gutshot
