Unless they changed it recently, that's not true. I think it costs 30 stamina, but I'm not sure. I do know it cost something - at least it did.

Yeah Koleton doesn't have a very good bonus. Each city's bonus can be calculated in weekly gem value. (Although Lv 4 coin cities & Lv 3 rep cities are harder to determine a gem value for)
Basically, Lv 6 city has a weekly max gem value of 10 atm. 40 additional gems for saturday sail, and 10 for bugged friday sails not collected until saturday. The extra gold, credits & exp is icing on the cake, and also hard to ascertain a gem value for. But the gem value of the level 6 city is higher than 50 per week for sure.
For the level 7 city I need to know which lab is free. If it is the 3rd lab, and if so you save 10 gems & 60 stamina a day (for everyone who does their labs). Total value per day for that is 22 gems. Stamina = 100 per 20 gems. So 60 = 12 gems worth of stamina. 12 + 10 = 22 gems per day.
Lvl 8 city gives 150 free stamina daily. Which has a gem value of 30 per day.
Lv 5 city is definitely the most complicated city to calculate the value of. Basically it is a coiner's only city (because you need grand investments to sustain it), as it doesn't *give* you anything. It only offers additional chances at the guild chest. To ascertain the value of this city, you have to find the profit margins from the value of what you pay per chest chance vs what you get from the chest on average. So basically it just increases your opportunity to have a bigger gem sink. A guild chest chance has a gem cost of contribution income/gem contribution cost. If you get only 2000 contribution per 100 gems = 5 gem cost per chance. If you get 3000 contribution per 100 gems, then it is 3000 contribution per 100 gems. Thats 30 chances per 100 gems. 100/30 = 3.3 gems per guild chest chance.
I'll use the star rewards & gem rewards as an example. Since these are the easiest to calculate profit on. If you get 5 blue medals from the large chest (which I found to be a surprisingly common reward) , you are paying anywhere from 3.3 gems to 5 gems for that reward depending on your win-win tech level. A higher win-win tech reduces your average gem cost per chest chance. 5 blue medals have a base min value of 5 per medal, so 25 gems would be its value. So the 5 blue medal reward has a profit margin of around 20. A 10 gem reward has a profit margin of 5 gems t0 6.7 depending on your win-win level. And then you would have to calculate your total profit margin/losses from each reward you get to average the profit margin per guild chest chance to find the true value of the level 5 city. However, like I said before... you pretty much have to be a nonstop coiner to take continuous advantage of the guild chests offered. And chip rewards from the guild chest have virtually no value so every time you roll them in the guild chest you are taking a loss of 3.3 gems to 5 gems (which goes against your average profit margins). However card rewards are excellent (but rare I've noticed), and you can control the outcome for a card by xing out of the guild chest until the hero you want appears. So everytime you roll a purple or gold card in the guild chest you are basically paying 3.3 gems to 5 gems for that card, which is definitely a nice price. However, determining the value of a card is dependent on approximating credits spent vs spirits in gem value. 500 spirits (the min price for the most basic purple hero) is definitely worth more than 5 gems.
However, assuming everyone in your guild is a hard core coiner. Level 5 city gives them 3 additional chances at cards, blue stars, gems (to pay for more guild chest chances), etc in the guild chest. Which is good, since you definitely get more value from the guild chest on average (in my experience) than what you would be paying elsewhere for what you are getting.
For the gem cost per guild chest chance I used grand investment only, since decent investment is less efficient. The people that are trying to profit from the guild chest are going to be doing grands to fund it, or they are pretty much doing it wrong.
