True, it does not *fix* this problem. It only adds flavor to the existing system.
Hmmmmmm... Well I think the only base that should be mandatory would be the enemy HQ, as the camps already give army-wide bonuses. When you restrict movement too much, things become linear, mundane, and rather boring: like taking two cans smashing them together and see which breaks first. That's the current GW. B to A. On the other hand too much free movement is chaos in a turn-based game. It's all about finding a balance between free-movement and restricted movement.edit:
what i think its missing is something that forces players to take the fort and camps that then would for example initiate a battle between camp C and FORT and not just run around them and let the others sit inside waiting for you.
But perhaps the Fort could give 2-square visibility. This would mean whoever controls the fort can view almost the entire board, and force the attackers that if they want to conduct a surprise assault, would first have to take the fort to neutralize the enemy's visibility.
