They're essentially the same packages, the 99.99 is particuarly nice. What it gives more than a typical Copper package.

10 purple medals (hardest thing in the game to acquire without gems.
Leader card (maybe even harder to acquire, but usefulness of Leader hero in general is to be desired.)
10,000 tickets. (Way better than the 10M creds in copper)
30 Tokens, only 20 less than the copper, of which you'll probably get 5-10 of in the casino.
Its easily 2-3 times better than an original copper package imo.
Ofcourse its marketing. But marketing 101 you want the consumer to spend more, impulse buying would be more sufficient on the 199.00 if it had better items than the 99.00. And who are you to say i am wasting my money? I could blow 500.00 in one night at the club buying rounds for my friends. Is that wasting money or having a good time? Peoples perception of how others spend there money is to there own who makes it. Like i told my neighbor, When you start paying my light bill i will start turning it off...

Well... point is to make one package more desirable than the others. They could make it the $199 package to get more money per person but less spenders. I'm sure they did some statistics to test which one is better.
Edit: and turn off your lights when you aren't using it. There's an environmental cost that other people besides you pay.

I was aiming towards the light down at the end of the hall. I wasnt bashing you btw. I was trying to grind to find out where the waste of money comment came from. Nothing personal. But overall, I am happy with the memorial packages. It pumps cash into the game and hopefully some new content too.
I think anyone could reach the end of the game just fine without spending anything (just not as quickly) since content doesn't come as quickly as people play it. Getting to the same point as others while spending a lot of money... well, we could all call it w/e we want.
