Could you imagine starting on a new server and getting a lvl 7 chip and sirius gear plan? Ya that's a big no.

I doubt the new server will be able to do 6.25 Banish, so this is nothing to be concerned about.

I like the idea of keeping the cap, but raising the stakes for the 1 - 10 place winners (be it in chips, plans, tokens, stars, etc).
