yes it may if its level is higher than the burliness. its as easy as 2-1=1 but if the opponent doesnt skill then your flint cant reduce s.attack, but since p.attack is in a skill attack included, your burliness will always take effect, even during a counter attack. so lets assume you will skill 100% then your flint is at best as effective as your burliness. however, if the other doesnt skill then your flint doesnt deduct anything, but your burliness would still deduct from his attack.
