That's true, but flintiness will bring more damage reduction from skill attacks than burliness. You are better protected with a flintiness than a burliness, even though burliness is effective in more situations. I choose flintiness over burliness because skill attacks occur so much more often.
In late-game pvp, skill attacks are quite common with so many heroes that retain morale and herja/ezekiel raising morale on every other hero up to skill attack every turn level on anything with a lightbringer spirit. Also, you can expect everyone to have righteousness runes on their heroes if not endurance runes.
I imagine flintiness would have more of an impact than burliness in pvp.

Huh... for some reason I was always under the impression that physical defense doesn't do anything to skill attacks.... I swear I tested it before too, but after retesting I guess I was wrong. Looks like it's back to manual runing for me to get a few more of those.
yes it may if its level is higher than the burliness. its as easy as 2-1=1 but if the opponent doesnt skill then your flint cant reduce s.attack, but since p.attack is in a skill attack included, your burliness will always take effect, even during a counter attack. so lets assume you will skill 100% then your flint is at best as effective as your burliness. however, if the other doesnt skill then your flint doesnt deduct anything, but your burliness would still deduct from his attack.
