Easy to tell someone to use block but that only hides the fact that someone is breaking laws.
All social sites and games have the block feature. It's there stop online harassment.

Take the screenshots, block the person and report. If they create another account to continue to pester you or others, wash, rinse and repeat. Not blocking them because for some reason you think that it's hiding their harassment completely contradicts what having a block button is for. Instead it actually encourages this kind of behavior.
